Parliament reexamined the amendments to the Law on the Legal Profession

Parliament has reexamined the amendments to the Law on the Legal Profession, adopted on 10 July 2025. Previously, the President of the Republic of Moldova, Maia Sandu, did not promulgate the amendments passed by the legislature, TRIBUNA reports.

The President argued that certain amendments concerning the organization and functioning of the governing bodies of the Bar Association did not provide adequate or sustainable solutions to the structural dysfunctions affecting the legal profession in the Republic of Moldova.

Following the reexamination, Parliament decided to accept the objections and recommendations submitted by the President. As a result, the plenary voted to remove from Law No. 242/2025 the amendments related to the organization and functioning of the governing bodies of the Bar Association of the Republic of Moldova. The reexamined law now contains only provisions that transpose European Union directives and allow lawyers who obtained their professional qualification in an EU Member State, in the European Economic Area, or in the Swiss Confederation to practice in the Republic of Moldova. These provisions will enter into force upon the country’s accession to the EU.

At the same time, in her referral, the President emphasized the need for a genuine reform of the legal profession, carried out through a broad consultative process involving legal professionals, civil society, and European partners. In this context, the Legal Committee on Appointments and Immunities requested the creation of a working group under the Ministry of Justice.

According to the Constitution, if the President has objections to a law, they may return it to Parliament for reexamination within two weeks. Reexamination may be requested only once, either regarding the law as a whole or specific provisions considered unacceptable.
