Ion Ceban: In Its First 100 Days, the Munteanu Government Has Shown Total Inability to Manage Public Affairs

Ion Ceban, the mayor of the capital and leader of the National Alternative Movement (MAN), stated that the first 100 days of the Munteanu Government — which had been presented by the PAS administration as a major “savior” of the economy and citizens’ well‑being — have passed without the expected results. According to him, the government program resembled an electoral platform, and governance has followed the same pattern.

Ceban argued that in its first 100 days, the government led by Alexandru Munteanu demonstrated a complete inability to manage public affairs, becoming yet another weak cabinet under PAS. Moreover, he claimed that the government not only failed to address any of the serious issues facing citizens and the country but even worsened them.

He listed several examples:

  • The government failed in negotiations with the IMF, creating conditions for further growth of public debt through more expensive loans.
  • It approved a budget in which additional allocations for officials’ personal comfort nearly match the investment funds planned for 2026.
  • No funds were found to support farmers.
  • No funds were found to increase teachers’ salaries, while resources for improving officials’ comfort were allocated.
  • The government failed to secure a fair natural gas tariff, and the delay in tariff reductions, he said, harmed citizens and amounted to “money taken from people’s pockets.”
  • Gas prices remain among the highest.
  • Despite knowing about an unjustified 5% increase in electricity tariffs, the government took no action to prevent it, and compensation schemes were cut.
  • The evaluation and re‑evaluation of real estate will increase the tax burden on citizens.
  • The announced local public administration reform, he argued, aims to strengthen PAS political control and eliminate around 600 mayoralties.
  • The Vulcănești–Chișinău power line has still not been put into operation, despite earlier announcements that it would be completed last December.
  • The government showed poor crisis management during the nationwide electricity outage, failing to communicate properly with citizens.

Ceban also stated that the cabinet was unable to complete the announced process of reducing excessively high salaries for certain officials, leaving the decision on salary levels to the same officeholders.

He concluded that the examples could continue, but the situation is already clear: in its first 100 days, the Munteanu Government, once again proposed by PAS, has proven to be just another weak executive in the history of the Republic of Moldova.
