The President of the Republic of Moldova, Maia Sandu, has signed a decree appointing Dorin Recean as Special Envoy for Development and Resilience, TRIBUNA reports.
The Special Envoy for Development and Resilience is tasked with promoting inter-institutional and multi-sectoral efforts aimed at strengthening the state’s capacity to prevent and counter hybrid threats to national security. The mandate also includes promoting Moldova’s image within international platforms and organizations dedicated to resilience and security, as well as exchanging best practices with partner countries. In addition, the envoy will contribute to mobilizing the necessary support to strengthen the country’s institutional, economic, and social resilience.
Dorin Recean served as Prime Minister of the Republic of Moldova from February 2023 to November 2025 and has extensive experience in the fields of security and public governance, including as Minister of Internal Affairs, Presidential Adviser for Security, and Secretary of the Supreme Security Council.
The role of Special Envoy is designed to strengthen the activity of the presidential institution by involving specialists with in-depth expertise in strategically important areas for the country, in order to achieve the priorities set by the President.
