The Standing Bureau of Parliament has approved the agenda for the plenary sessions scheduled for December 12–19, 2025.

During these sessions, MPs will examine in first reading the draft laws on the state budget, the social insurance budget, and the mandatory health insurance funds for 2026. They will also review draft laws on import duty exemptions for diaspora citizens returning to the Republic of Moldova.

Other legislative initiatives to be debated in first reading include streamlining procedures for issuing permits, adjusting the legal framework on trade secret protection, and amending fiscal-related legislation.

In subsequent plenary sessions, MPs will adopt in second reading draft laws concerning:

• the organization and conduct of public events,
• volunteer activities,
• state labor inspections, occupational safety and health,
• soil use, conservation, and protection,
• and the introduction of the European Firearms Pass.

The Parliament is also set to ratify the Agreement between the Republic of Moldova and the European Union on participation in the “Creative Europe” Programme, aimed at supporting the cultural and creative sectors.

Additionally, lawmakers will examine draft laws on Moldova’s accession to:

• the Protocol on the Carriage of Passengers and Their Luggage by Sea,
• the International Convention on Civil Liability for Bunker Oil Pollution Damage,
• and the Second Protocol to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict.

The agenda also includes draft laws on the denunciation of three agreements with the CIS.
