Irina Vlah, leader of the Republican Party “Inima Moldovei,” stated that amendments to the Law on Political Parties adopted just before the elections “opened the way to abuses against the opposition and deprived citizens of a real choice.” On November 28, 2025, “Inima Moldovei” will request the Chișinău Court of Appeal (Centru) to refer Article 21 of the Law on Political Parties to the Constitutional Court for review. On the same day, a hearing is scheduled in the case initiated by the Ministry of Justice, which seeks to suspend the party’s activity for 12 months.
Vlah stressed that “referral to the Constitutional Court is absolutely necessary,” especially in light of critical assessments from international observers. The PACE report of November 20, 2025 highlighted issues such as legislative changes after the election date was set, refusal to register candidates based on confidential information, lack of safeguards against selective application of the law, and the late exclusion of “Inima Moldovei” from the electoral race.
She also recalled that the legal provisions at stake are already under review by the Venice Commission. In this context, Vlah reiterated that the Court of Appeal’s referral to the Constitutional Court is “an absolutely necessary step.”
