Vlad Filat, leader of the Liberal Democratic Party of Moldova and former Prime Minister, has submitted to Parliament the Analysis of the Banking Fraud, as promised — a document that dismantles the myths deliberately constructed over the past ten years and brings the truth about the largest theft in the country’s history back to the center of public debate.

“For a decade, public opinion was shaped around a false version of the ‘billion theft’: that the money disappeared through fraudulent loans issued by three banks, and that the state ‘intervened to save depositors.’ The analysis presented today shows a completely different reality: the fraud was not a mistake, but a state operation, planned and executed through public institutions — the National Bank, the Government, and parts of the justice system,” he stated.

According to Filat, the document demonstrates — based on official data and legislation from 2012–2015:

  • how laws were amended to enable systemic fraud;
  • how the National Bank relaxed oversight and financed insolvent banks;
  • how the Government issued secret billion-leu guarantees, transferring private losses onto citizens;
  • how Parliament was deliberately excluded from the oversight process;
  • how the justice system imposed a false narrative to shield political responsibility;
  • how the fraud reflects institutional complicity, not a mere economic error;
  • and how the “protection of depositors” was just a pretext, since public deposits totaled only ~280 million lei — an amount that could have been covered by the banks’ own assets.

“I want to make it absolutely clear: the real target of the operation was the theft from the National Bank’s reserves, not the rescue of the banking system,” Filat emphasized.

The analysis includes two key demands previously addressed to the Legislature:

  • to resume, in a public session, a full review of the banking fraud based on real evidence, not the politically constructed narrative from a decade ago;
  • to adopt a Resolution requesting the involvement of the European Public Prosecutor’s Office (EPPO) in investigating the theft and eliminating any immunity for all those involved, regardless of their position.

Filat also informed parliamentary factions that he submitted the analysis in both written and electronic form to the official address of Parliament, from where it can be requested as copies. At the same time, he will publish the document for public access.

“I hope that today finally marks the beginning of correcting a historic lie,” he concluded.
