Synthesis of the Parliament’s plenary session of December 12-13, 2024
Bills voted in the first reading:
- Legislative measures to reduce administrative burden and pressure on the business environment were voted in the first reading;
- The Parliament approved modifications to the normative framework regarding industrial emissions;
- The national normative framework in the field of zootechnics will be harmonized with EU legislation;
- The award of concession contracts will be regulated by a clear and efficient normative framework;
- Equity and transparency for economic agents who sell their products or services through online platforms;
- More transparency and clarity will be ensured in the decisions of the sole associate;
- Changes to the fiscal and customs policy voted by Parliament in the first reading;
- The mechanism for confiscation of criminal assets will be improved;
- A new law will regulate the activity of the Constitutional Court. The legislative initiative has been voted in the first reading by Parliament;
- Prosecutors suspended from work due to the commencement of criminal prosecution will be able to work in the public or private sector. The bill was voted in the first reading.
Bills voted in the second reading:
- A state of emergency on the territory of the Republic of Moldova will be established for a period of 60 days due to insufficient energy resources. The bill was adopted by the Parliament;
- The Parliament rejected the motion of censure on the Government’s activity;
- Parliamentary hearings on electoral fraud reported during the presidential elections and the constitutional referendum;
- The Parliament voted: The procedure for taking into public custody will be regulated more clearly;
- The aquaculture sector from the Republic of Moldova will be regulated by a new law that is harmonized with EU legislation;
- The seed certification, marketing and export procedures will be simplified;
- It was voted: A new registry of municipal networks will be created in the Republic of Moldova;
- The draft law that will protect children from the effects of international abduction was adopted by the Parliament;
- The quality of a monument of the immovable property will be indicated in the Real Estate Register. The project has been approved by the Parliament;
- The Parliament adopted: The victims of political repression will receive increased monthly state allowances;
- The Code of Education has been modified: the artistic education will be integrated into the general education system and mobile phones will be forbidden during the lessons;
- The Vălcineț-Căinari railway corridor will be repaired with EU financial support;
- The mechanisms for the children protection from abroad will be strengthened.
