Moldovan premier demands improvements of electoral legislation not to allow infringements of electoral process

Prime Minister Pavel Filip, in the beginning of a today’s cabinet meeting, demanded that the Justice Ministry makes an analysis of the legislative framework, on the basis of which the decisions on invalidating the elections in the Chisinau municipality were taken and works out proposals on improving them, in order not to allow infringements of the electoral process.

According to the government’s communication and protocol department, the prime minister said that the decisions on invalidating the polls had triggered more tensions in the society and reactions on behalf of foreign partners, which imposes a thorough analysis of the legislation in the sector. “I want that we better understand what is Ok in the electoral legislation, what is not good, what led to the describing of actions as electoral agitation and see, in general, whether some provisions must be in the law or not,” the prime minister stressed.

Pavel Filip also said that the legislation must not provide judges margin of interpretation. “The less margin of interpretation we have, the surer we are that the legal framework will be enforced exactly just as it is,” the PM noted.

Thus, a working group due to identify solutions to improve the legislation will be set up on the parliament’s platform. At the same time, the Justice Ministry is to present, till 3 July, an analysis and proposals on this segment.

„This is a short term, but I would like this to happen as soon as possible – as this is a thing suggested also by foreign partners – to assess the legislative framework and take measures in order not to allow, at least in the long run, infringements of the electoral process,” the prime minister added.
